Shycut’s own sums for a 16:9 video at 30 frames a second with sound, at Balanced quality. “Full quality” keeps the bitrate Balanced would use anyway; past “longest that fits”, Shycut makes the picture smaller instead of letting it break up. An upright video fits the same.

Where 8 MB still matters
8 MB is a number many people remember from older limits, and plenty of forums and upload boxes still use it. If yours is for Discord, check the Discord page first: the limit there, read from Discord’s own page, is not 8 MB.
Sound takes its share of every megabyte. A clip that doesn’t need it, such as a screen recording, leaves more room for the picture: mute it in the editor before saving.

Is 8 MB still Discord’s limit?

Does muting the video help?
Yes. Without sound, every bit of the limit goes to the picture, so a longer or sharper clip fits.
